구(舊) 만주국 황제의 궁전이었던 건물이다. 청조의 마지막 황제 푸이(溥儀:1906~67)가 일본의 군부에 의해 만주국 황제의 자리에 오른 뒤 일상생활을 보냄과 동시에 정무를 보 았던 곳이다. 정무를 보던 집무실이 있는 외정(外廷)과 주거생활을 했던 내정(內廷)으로 나뉜다. 외정에는 관동군 사령관과 푸이의 회견장면이나 아편에 찌들어 있는 황후 완융 (婉容)의 납인형이 전시되어 있는 집희루(緝熙樓), 녹색의 돔이 솟아 있는 근민루(勤民 樓) 등이 있다. 내정의 동덕전(同德殿)은 지린성박물관으로, 주목할 만한 것은 고구려, 발해 때의 문물이 소장되어 있다는 것이고, 소장 문물은 7만 4,000점 정도 된다. 동덕전 의 홀은 영화 ＜마지막 황제＞의 촬영에 사용되기도 하였다.
